Colombia’s Interior Ministry announced the opening of Colombia Participa 2026 on 5 October 2026. The eleventh edition has ten categories and seeks participation experiences with verifiable results. Official announcement.
The call spans public, community, rural and citizen-oversight actors. The official Somos Democracia platform is the starting point for category information and applications.
The news is an open call, not proof that every project has succeeded. The announcement does not present this edition’s winners or evaluated outcomes. We are not publishing a closing date or prize amount without confirmation in the applicable documents. Interested organisations should check the 2026 terms and the organiser’s current information.
From activity to outcome
Consider a community example:
- Activity: 40 people attend a meeting.
- Decision: the group identifies the problem it will address.
- Outcome: an intervention is completed and the change can be documented.
Attendance describes the scale of an activity. It does not, by itself, show what changed.
Three useful questions
A participation experience becomes easier to understand when it answers:
- What changed? An observable outcome, not just an intention.
- For whom? Who benefits, and who may remain outside the process.
- With what evidence? Documents, comparisons and stated limitations, without confusing popularity with impact.
These are our editorial questions, not a substitute for the official assessment criteria.
The idea also matters for group decisions followed in Deferendum: the conversation and its next steps should remain understandable.
What to watch: the experiences selected, the evidence presented and how their results can be checked. A call can direct attention towards impact; impact must be demonstrated separately.
